And I would argue that this is because ASP.NET implementation of 404 error handling is flat-out-wrong. I've always used a folder as the root, never the root of a drive. The original exception object will not be available.

The development server root website sits at a subdirectory. The client has 7 websites that they host and then the "Default Web Site" is what they use for their domain.
