In fact, I install computer all the time at clients offices and have yet to NOT have this issue on ANY computers. Running NIS on Windows 7 Pro 64-bit with IE11 (latest updated). In my case it is IPSEng32.dll which is part of Norton anti-virus. So it's definitely linked to the update itself occurring. My problem was a dll in C:\Program Files\Music App\Datamngr\IEBHO.dll lucky for me there was an uninstall in the folder which I ran to remove this app.
