I guess that "Market Licensing Example" must be uploaded as previous answers suggested. Published the app. Using a higher version code returns this error. As seen at the LVL google page : "Additionally, as noted above, applications that are in draft mode (in other words, applicaitons that have been uploaded but have never been published)
